Our Doctors

Dr. Thomas H. Murphy graduated from UC Berkeley in 1978 with a Doctor of Optometry degree. Dr. Murphy has been in private practice optometry in the Sacramento area since 1978. During the last 40 years he has practiced optometry with one philosophy, to provide the highest quality eye care utilizing the latest in ophthalmic equipment and technique, while providing top quality eye wear to his patients in a very friendly and caring environment. He graduated from Highlands High School in 1971. After attending American River College and Cal Poly San Luis Obispo, Dr. Murphy earned both his Bachelor’s Degree and Doctor of Optometry from the University of California Berkeley.
Dr. Heidi Q.T. Pham-Murphy believes that we have “Two eyes to last a lifetime!” We all need to love our eyes by caring for them! Her passion is to make positive impacts in the lives of those she interacts with by sharing her knowledge and developing solutions and answers to the needs of those under her care!
Dr. Pham-Murphy has been working in the eye care industry for over 28. years. Dr. Pham-Murphy has given expert advice on the impacts of blue light on eyes – especially children’s eyes through multiple media channels. In 2011, she had her first interview with local TV stations – Fox 40 to discuss the impacts of blue light from digital devices. Since then she has appeared on Fox 12 in the bay area, served as an expert panelist for the Lighting Engineers Society as well as completed 11 radio interviews throughout the country on the topic.
Dr. Pham-Murphy has also interviewed for a variety of magazines: First for Women, Woman’s World, Eyecare Business, Vision Monday, 20/20 Magazine on topics related to eye health and vision performance. She has also had television news (Channel 3, and 10) appearance to discuss topics such as lash extensions, eye allergies and dry eye disease.
Dr. Pham-Murphy’s Vision Optometry practice has been recognized by the Women in Optometry magazine for her office designs and her office has been featured on ABC Channel 10 during the segment on “Oscars and Eyewear” in 2017. Dr. Pham-Murphy is a speaker for Johnson & Johnson Vision Care. She has participated in the launch of new technologies in contact lenses as well as studies on genetic impacts on macular degeneration.
In 2017, Dr. Pham-Murphy was recognized by Vision Monday as one of the “Most Influential Women” in Optometry. At the end of the day, success is the ability to influence those around us - to move them to do something better for themselves and their loved ones.
Educating patients, advocacy and serving others with her knowledge and compassion is the main characteristic that defines Dr. Pham-Murphy. She serves as the Clinic Director for the Special Olympics Opening Eyes in Northern California and Nevada. This program provides free eye care and eyewear to the athletes of the Special Olympics. Her passion for people, her desire to challenge herself in learning new ideas and inspire those around her to do better for themselves and others.


Dr. Emily Huynh practices each and everyday with the core valueof “Vision for Life”. The belief in caring for her patients for life has guided the way Dr. Huynh has practiced everyday for the past eleven years at Visions and Eye Designs Optometry. This encompasses the care and passion to help her patients experience the most out of life through through their eyes.
Dr. Huynh's passion is in the treatment and management of ocular diseases including glaucoma, diabetic retinopathy and macular degeneration. Her past training include undergraduate studies at UC Davis and received a Bachelor of Sciences degree in Biological Sciences with an emphasis in Neurology, Physiology and Behavior. She continued her studies in Chicago and graduated from the Illinois College of Optometry in May 2008 with a Doctorate in Optometry.
Her externship experience includes patient care rotations in California and Illinois. The private practice in San Jose, California allowed Dr. Huynh to provide comprehensive eye care to a diverse group of patients. She also worked with optometrists and ophthalmologists at two Veterans Hospitals: the Westside Jesse Brown VA Hospital in Chicago, and Palo Alto VA Hospital in California.
Dr. Huynh has also serves alongside an amazing team of doctors, opticians, students and volunteers during the Special Olympics Opening Eyes event. The Special Olympics Opening Eyes Event provides a comprehensive eye health check to the special needs athletes that compete during various Special Olympics events..
Dr. Huynh strongly believes that the foundation to quality eye care is a strong doctor-patient relationship. She strives to provide an engaging and comfortable environment where patients can freely discuss their concerns, and looks forward to taking care of your visual needs.
Dr. John Baskett earned both his Bachelor of Science in Public Affairs and Doctorate of Optometry degrees from Indiana University, Bloomington. While in school, he was a member of the optometric honors society Beta Sigma Kappa. He also worked in the school's optical lab for two years, where he learned the art of fabricating glasses. This experience has proven to be invaluable now when troubleshooting problems his current patients may be having with their glasses.
Dr. Baskett's externship training included rotations at the VA Hospital in Huntington, WV and at the Omni Eye Clinic in Chattanooga, TN. He diagnosed and treated a wide variety of ocular pathology. He also received an award from the Indiana Academy of Optometry for his senior project involving research with the Perkins tonometer. This study was ultimately published in the Journal of the American Optometric Association in November 1986.
Dr. Baskett has been practicing optometry in the Sacramento and Roseville area since moving here in 1986. He has been TPA (Therapeutic Pharmaceutical Agent) certified since 1998, after having passed the National Boards of Examiners in Optometry exam for the treatment and management of ocular disease.
Dr. Baskett is excited to be join Dr. Murphy's team and looks forward to continuing his care of long-time patients and meeting new patients at Eye Designs Optometry. He especially enjoys providing exacting prescriptions, discussing his findings and answering your questions. You will be able to better understand not only the nature of your own eye condition, but also the miracle of our gift of eyesight.
